Soffit and fascia are usually booked with the siding. A new panel line under a rotten fascia just highlights the rotten board.
Why it is not trim
Soffit vents the attic. Fascia carries the gutter. If either has failed, water is already at the edge of the roof. We treat that as part of the wall, not a cosmetic add-on.
